构建征地补偿的正当程序规制

征地公正补偿问题已成为土地征收中的热点和难点。公共选择的经济学实证方法论提供了分析征地补偿不公制度性因素的崭新视角。对征地补偿进行正当程序规制是次优的法治模式选择。     

The negative trade-off between risk and incentives: Evidence from the american whaling industry

This paper analyzes the trade-off between risk and incentives in the share contracts of the American whaling industry. Using a newly collected panel of 5378 individuals who sailed on more than 1000 whaling voyages from 1855–68, the response of sailors’ compensation to an increase in risk is estimated. The risks used to identify this response resulted from the commerce-raiding naval vessels of the Confederacy during the Civil War. As the Confederate cruisers sailed primarily in the Atlantic, and therefore posed far less of a threat to whaling voyages to other oceans, a quasi-experimental approach focusing on the differences between Atlantic voyages compared to others is implemented. The results are consistent with a negative trade-off between risk and incentives in the industry’s contracts. Moreover, evidence is found of selection among less risk-averse sailors and merchants into riskier voyages during the war.     

Metamorphosis in hospitality: A tradition of sexual harassment

This study measures the incidence and tolerance of sexual harassment in hospitality in an effort to understand its causes. It examines the tradition of sexual behaviour in hospitality, exacerbated by hierarchical structures, the nature of hospitality work, the characteristics of typical front line workers, customers’ reduced sense of responsibility, and an emphasis on meeting customers’ needs. Customer contact is shown to be a key predictor of harassment, especially for young European women. The typical profiles of hospitality staff and the nature and traditions of the industry are considered important causes of harassment in hospitality.

Towards a complete real-time electricity market design

The general design for the real-time electricity market presented in this paper optimizes and prices both real and reactive power simultaneously in an AC setting, where all assets—generation, load and transmission—are allowed to bid and are financially settled at the locational price times energy consumed or produced. The result is that transmission lines are compensated for both capacity and admittance, providing incentives for efficient operation of transmission-related assets such as FACTS devices, if price-taking behavior is assumed. Losses are incorporated into the design and become an operating cost for transmission. The market design is shown to be revenue neutral and, under some assumptions, nonconfiscatory.

论我国农村集体土地征用社会保险补偿机制

伴随着城市化进程的不断加快，大量农村集体土地被征用，被征地农民的基本权益保障问题突出。构建一套行之有效的土地征用社会保险补偿机制，是切实保障被征地农民基本权益的重要手段，也是顺利推进城市化进程的重要工具。     

对城郊集体土地征用补偿问题的思考

针对城市化进程中城市扩张对城郊集体土地的大量征用，鉴于城郊土地的区位及权属特殊性，本文侧重讨论了城郊农用地和非农建设用地的征用补偿经济标；隹、法律程序问题并提出了相关建议。
